[Exchequer receipt signed by Samuel Lock recording payment of £21 upon £600 lent under “An Act for granting ... certain rates and duties of excise upon beer ...”] [London, 1 February 1693]. II. [Exchequer receipt signed by Thomas Lister recording payment of £10 1s.3d. upon £200 lent under “An Act for granting ... certain rates and duties of excise upon beer ...”] [London, 4 July 1694]. III. [Exchequer receipt signed by William Scawen recording payment of £43 15s. upon £2500 lent under “An Act for granting ... an aid of four shillings in the pound for one year, for carrying on a vigorous war against France ...”] [London, 7 February 1694]. IV. [Exchequer receipt signed by [Stephen] “Casaubon ass[ignee] of R[ichar]d Earle of Ranel[agh]” recording payment of £30 upon £750 lent under “An Act for granting ... certain additional impositions upon several goods ...”] [London, 3 October 1695]. The financial cost of England’s participation in the Nine Years’ War against France necessitated the raising of huge sums of money through a series of loans. These four printed receipts record interest payments from the Exchequer on money lent by individuals, including two of the first directors of the Bank of England, under acts of Parliament legislated to fund the war effort of William III (1650-1702). Both the payment to Samuel Lock, one of the first directors of the Bank of England, dated 1 February 1693, and that to Thomas Lister dated 4 July 1694 were both made on loans under the act of 1692 that had established the National Debt of England, titled An Act for granting to their Majesties certain rates and duties of excise upon beer, ale and other liquors for secureing certain recompences and advantages in the said Act mencioned to such persons as shall voluntarily advance the sume of ten hundred thousand pounds towards carrying on the War against France. The signature of the merchant and politician Sir William Scawen (1646-1722), elected second governor of the Bank of England in 1697, is found on another of the receipts here, certifying his receiving 7 February 1694 of £43, being interest of three months on £2500 advanced in 1693 under An act for granting unto their Majesties an aid of four shillings in the pound for one year, for carrying on a vigorous war against France. The fourth receipt here, made out to [Lieutenant Colonel Stephen] Casaubon, dated 3 October 1695, records a payment of £30, being 6 months interest on a loan of £750 made under another war-funding act, the loan having been assigned to him by Richard Jones, earl of Ranelagh (1641-1712), perhaps in relation to Casaubon being granted a pension as a result of having been wounded in battle."
