Summary
"The King has been forced to provide for the defense of the coast, and for several years ... has issued writs for ships furnished with ordnance and arms. These ships not being provided or the money levied, he has been forced to 'make out' their maintenance himself. Sheriffs, mayors, &c., are to get in the arrears not only of this but of the past years at once, and pay them to the treasurer of the navy before October 1, on pain of high contempt"--Crawford.
